Between Jobs

Hey, all -- posting on behalf of someone who's not on this forum.
A friend of mine living in Singapore, working in the construction industry, has been having a rather tough time at his company, and is planning to leave soon. He's a graduate of NUS, however, and is currently under the three year work bond obligation. He's on an EP right now...so I'm guessing if he leaves his job, he'd have to return to India till he finds another one (and he has to find another one in Singapore or in a Singapore registered company, according to the work bond stipulation).
So my question is...if one is on an EP, is there any possible way to stay in Singapore between jobs?

After cancellation of EP, you are given a 30 day (or less?) SVP to get your affairs in order. Based on anecdotal evidence, it is difficult to extend the SVP coming from an EP cancellation. Not sure if there is a different SVP for MOE bond holders.
