Who are business transfers reported to?

Hi, I'm curious where new business registrations and purchase and sales transfers are reported in Singapore. If there's a difference in governing entity, I'm asking other foreigner, thanks.

Changes must be reported to the ACRA (Accounting and Regulatory Authority).

For a business, aka sole proprietorship, particulars can be found here.

A company is somewhat different, and changes are still reported to the ACRA.
