I'm willing to give these surveys a go in the belief that they are usually genuinely going to help a local student. And if the locals get another inkling into expat lives, five minutes of my time: No problem.
Unfortunately they can be structured in such a way that you come to a grinding halt. Either there is no applicable option, or the question contradicts something earlier. This seems to happen pretty often and is probably why many people simply can't be bothered trying to help.
These kind of surveys could be road-tested before being launched to the public. That would probably make them more successful.
For example, towards the end of the survey, a question that requires a free-form text reply:
'How much would be your willingness to pay per month to rent a studio apartment of your own?
Which presumes I would be willing to rent a studio... which I'm not.
