I'm looking to join them in the public schools. They have good American accent and their mandarin accent is like a local.
So to join in the school year 2016 for grade 5 what is the age cut off and is this overlooked if grade 4 is already completed and test passed?

School start at 1 Jan, end 31 Dec
Primary 5 at 2016, student born from 1 Jan 2005 to 1 Jan 2006.
You mentioned you are relocate from Taiwan.
Does your children attend Taiwan public school?
And they learn Taiwan Mandarin Chinese?
For your information, Taiwan teach traditional Chinese while Singapore teach Simplified Chinese.
Both look different.
Can read traditional Chinese does not mean they can read Simplified Chinese.

To apply for P5 in 2016 is Jan 15th 2006 eligible for P5 if entrance test is passed?

MOE will access and decide.
But primary 6 is PSLE, primary 5 is basically preparing for PSLE.
And PSLE is one of the main examination to decide the secondary school , express (4 yrs) ; NA ( 5 yrs) and NT (5 yrs)

My child studies in an English school with Mandarin as second language.

I from what I have read about the public primary schools in Singapore, chinese is the second language with other options like tamil and Malay. Correct me if I'm wrong....
The chances of applying for P6 in public schools and getting a seat in a school in the neighborhood?

What are the chances of applying in a private school and then taking up the MOE exams the next year to a public school?

Yes, you are right.
Singapore local system
English first language
Mandarin, Malay, Tamil can be second language or first language if offer to you when primary 4.
Chances, I don't know. I never come across any one enter to local school at primary 6 level.
It is determined by MOE.
For your information, primary 6 is a very short year.
May is preliminary examination.
August/September is PSLE.
Personally, I don't think any school will take in New oversea student at that level unless the student is under Singapore syllabus during oversea.

Primary school has no private school.
Either primary school, home schooling or International School.
