couples can now figure out their chances of getting an LTVP before marriage - by applying for a Letter of LTVP Eligibility (LLE).
successful applicants will have a shorter LTVP processing times after marriage.
if i'm not wrong, the marriage prep course is refundable (i think 6 months later through some sort of mail-in rebate-type process).

Transnational couples to receive help with visit pass, employment

SINGAPORE — New measures to help prospective transnational couples better plan for their future were announced today (Oct 24) by the Immigration & Checkpoints Authority (ICA) and Ministry of Social and Family Development (MSF)
In a joint statement, ICA said it will provide “greater clarity, prior to marriage, on whether the foreign spouse can qualify for long term stay in Singapore, based in the circumstances of the couple at the time of application.”
