76 Shenton (3200 SGD, 1BR, a friend of mine just got in) or Altez (nearby, 1BR loft, just moved in, price a bit higher, but in/at your budget). These are very close to mrt and the are Duxton (lots of life)..not far from Club Street. I work not far from were you'll be (Asia Square towers), 15 mins walk every morning is perfect to get up

Not sure what your question is. Are you asking about the two specific properties? Or if you neighborhood itself is good? Most will have no opinion on
property vs property, especially since you're vague on the second place's price. You'll also find most people would not recommend living in that area as most of CBD shuts down on the weekends. The busy areas are mostly touristy.
