There are dozens of threads about this. Short answer: ViewQuest or MyRepublic are the best two options.

Hi guys,
What kind of latency and speeds do you guys get from MyRepublic or ViewQuest to and from Hong Kong?

I've done a few speed tests and it seems that Singtel traffic is capped at around 30Mbps from SG to HK but I can get full 100Mbps the other way.
I've used the servers on speedtest.net to test this.
