Since a branch office (and not a representative office) is a legal entity that must be filed as a private limited with ACRA and must file tax returns with IRAS, I cannot see why it would not be eligible for PIC tax credits. The only difference between a branch and a wholly owned subsidiary is that the branch does not have local stock issued.

I have to correct myself... this is from a Guide Me Singapore web page:
Taxation of Singapore Branch
A Singapore branch is generally considered a non-resident company for tax purposes. Non-resident companies are not eligible for tax benefits resulting from available tax incentives and tax treaties meant for resident companies. For more information on corporate taxes, see Singapore corporate tax guide.
Thus, you are not PIC eligible if a branch.
