I don't use it, personally, but my wife does and she's 68. So I guess over 35 can.

my wife and i shop at isetan scotts regularly and we see women being made up at the bobbi brown counter on L1 with some regularity.

i always get the impression it's free. why not drop in and ask?

Darn stuff is far from free, I can vouch for that! :o

We use to buy from Robinsons or CK Tang, but the last two time we also went to the one at ION as they have their own shop there.

It depends on few things:

1. What is your skin condition? Especially in Singapore climate? It is because different skin react differently to this climate. Some needs liquid foundation (because they have dry skin or they need airbrushed look), while some prefers pressed powder (because they have oily or combination skin).

2. If you are talking about covering up lines that comes up from age 30ish, foundation isn't going to cut it. You need primer.

3. You can walk up to Bobbi Brown counter and ask about their foundation. And ask for sample or for some demonstration from their "make up artist" on how to use the foundation based on your skin.

I usually swear by Bobbi Brown at home (ie where it is usually cold), but find it doesn't work so well for me here - it sweats off, and feels a little too thick for this weather. I've switched to Laura Mercier's tinted moisturiser instead.

Your mileage may vary - I can't remember if they do Bobbi Brown at Sephora here, but it's as good a place as any to compare products.
