Hi, No harm applying my friend with similar profile was approved after 8 months of waiting.
On other hand my Dad was rejected 3 times, his profile as following:
-Gold maddest in Engineering
-Salary 15k/month
-working exp 20 yr plus
-In SG for 5 years
but we have 4 siblings, which makes us total of 6 people applying for pr ahahah so sure will be rejected.
Anyways i will apply PR by myself next year in June also. My profile:
-2nd Upper honours degree in business management
-Salary 3.8k/month
-work exp 1 yr in sg
-In singapore for 5 years also
Lets see how it goes, ill keep you all posted.
Wish me luck.
And A very very best of luck for you application.

That was an extract from a form I was looking at in relation to PR application. It was referring to supporting documention. Whichever form you are completing comes with supporting notes. It will state clearly whether you need to translate or not.
Based on the above I think you need an English translation.
