i wanna know what university is best between STEi and SHRM .??

If you are a foreigner, you cannot study and work at the same time in Singapore.
Furthermore, the institutes you mention are not universities, and offer diplomas rather than degrees. You should check whether these diplomas are recognised abroad.

If your school is in this list, you can work part-time while studying.
