Question about coming to Singapore

I am an Interior Designer from Hong Kong interested in expanding my horizons to Singapore.

The recruiter that I contacted told me that the companies don't have quota to hire expats and they are only hiring Permanent Residents.

I'm frustrated because I see non-PRs do get hired and some of them was couple months ago. And I wonder how to get myself hired there.

I'm fairly new to this thing and it would be tremendously helpful if you wonderful people can elaborate on this??

So you learned something about the Singapore recruiter scene: They have no clue and are basically useless.

Those that got hired are very likely hired by companies that do not have quota filled yet. Simple as that. Find the company that has not maxed out the quota yet, get a good application dossier and you're good.
