This happens in a multi-storey car park. It's a complex puzzle because there is another, large group of people who park their cars on the upper floors (3rd to 5th) even if the 1st and 2nd are relatively empty and there is only one exit from the carpark via the 1st level. Those who part on the 2nd floor (and perhaps even higher) seem to prefer stairs and I am talking about climbing, not descending. I've never seen anything like this in SG before.

British man arrested in Warsaw 'trying to hold up a bank armed only with paper'
The man, who apparently remained silent because of the language barrier, produced a piece of paper with the image of a gun to a bank employee
[..]
“The cashier kept her head and told him to rejoin the queue,” said Agnieszka Wlodarska from the Warsaw police. “She then called the police.”
The man, who has not been named owing to reporting restrictions, apparently followed the cashier’s instructions and sat down with other people waiting to be served.
[..]
Responding promptly to the emergency call, the police arrived and arrested the Briton at the scene. The police reported that the man, who has unarmed, has pleaded guilty and has already been charged with attempted robbery.

A sketch by the Irish comedian Dave Allen, from c1970.
[The scenario would translate well in a SGn location too
