How did you
- manage to get a DP for your wife and kid - the minimum salary for that is S$4000/month!
- survive (and feed a family) with so little money - the rent alone will eat almost all of your salary!

2008 were happier times.

So your family is NOT eligible for DP according to current rules.
Thus they are also NOT eligible for PR.
If you apply without them, you will be rejected because the authorities will doubt your long-term commitment to Singapore.

Dear all,
May I know my PR applications chances of approval?
MY back ground:
In SG : From 2004 till 2008 Work permit
Current pass: S pass ( since 2008) working in the same company
Race: Indian
Occupation: Senior Application Engineer
Salary : 6.5k
family all in DP : wife is Vietnamese ( home maker ) + 2 kids / One girl ( in Local school P2 ) / One boy ( 2 years old )
My previous application was early 2017. waited for six months and it was rejected as usual.
Planning to submit PR application again in few weeks time.
Could any one advice that should i apply alone my self first or together with family is better?

Chance is going to be very low because of your pass type, ethinicity and salary range

Please read above. In your case i said 3 factors. One of them you cant change. Other 2 along the way you can improve and change.
