Anywhere from a month to two years.

Yep.
if the waiting is killing, you can
a) withdraw the application
or
b) send an email to ICA asking for an update, in which case, from what i have seen, half the time your application status suddenly changes to rejected

If it helps, I have applied on behalf of my spouse and it has been nine months and it still shows pending.
I did hear of two other cases where they had been approved in the middle of this year in 5-6 months and another case that has been pending for 14 months and counting...

Nowadays processing time getting longer and longer although there is state 4-6 months to process, hear a lot of experience is more than 6 months.

There's no point, as you'll get zero 'read-across' from comparing your application to that of some other random person.

Where is that stated?

There is also a "state", whatever that is supposed to mean, of "you can apply for PR after 6 months as well. But when is the last time you heard of anybody getting PR 6 months after they arrived here, unless they are George Soros or Jim Rogers. You are unlikely to get PR until you have been here 2 full calendar years. Your "state" is nothing more than the absolutely minimum you will have to wait, with the odds being 15 to 24 months being the norm.

Hi greymatter - Are you married to Singapore Citizen?
Mostly ICA keep such couples waiting for more than 15 months then approve or likely to reject.
