Living costs for employees are affected by inflation, availability of goods and currency exchange rates, it adds. Some costs, such as home rentals, utilities, car purchases and school fees are not included in the ECA basket, as they are usually covered by employers as separate allowances, according to the statement.
Yeah right...

I gotta take my daughter to the airport tonight to catch her flight back to work where she's been for the past 2 years. Number 2 on the list. Luanda, Angola.

Well, take out price of tobacco and alcohol, because not everybody drinks or smokes, and restrict to local food, and it is positively cheap!

OT is pretty cheap amongst "its peers" in other cities on that list.

What do you travel to Malaysia to buy, on a day-trip in order to save money?
Where do you shop in JB?

How much is his time worth, or the petrol in his car, also?
You'd have to buy in huge huge quantities and buy mostly junk anyway to make it worthwhile.

++1.
I am always amazed people are willing to spend half a day to save something like S$20 minus their traveling expenses, but if they feel allright with this, then it's their time and their money.

I go to JB every now and again, try to get all my odd bits and bobs in in one session and then top off the trip by stuffing myself to the gills with the better makan places there.
The Chicken Rice place has roti that's positively to die for. There's also a sweet potato stall in City Square that we go to without fail, because their sweet potato are out of this world.

To poor people, S$20 is a lot of money. But yes, their time and their money.
I wouldn't justify making grocery runs to JB unless I buy in bulk and I drive. Actually if you do that, you save way more (considering how cheap the petrol is in Malaysia in comparison to Singapore).
