Lazy workers

I'm sure many of you have had the pleasure (cough cough) of working with lazy inefficient admin staff! Those who need several days & weeks of forward planning just to get basic things done like photocopying!!! Silly mistakes constantly made eg 2 sided documents get photocopied as 1 sided! And they have support of their boss who doesn't reprimand them so the situation improves!! What can be done?!?!?
