Getting Helper's Child to visit singapore for a few days hol

Our helper's son (in the philippines) is 8 years old and we want to get a visa for him to visit singapore for 10 days holidays.
Can I apply for a entry visa through the normal process (SAVE on the ICA website) -- basically as his local contact for him to visit for tourism or do some special rules apply?

If anyone has any experience with this?

Said child would probably need an invitation letter signed off by the Philippine embassy. As is, the child can get into Singapore with no extra paperwork (because SG and PH are ASEAN members); it's the question of if Philippine immigration would let him out.

Traveling alone?or with a parent? If alone ask them to get travel clearance from department of social welfare in Philippines.http://www.immigration.gov.ph/index.php/faqs/travel-req

plus get a ticket from mainline carriers like PAL or SQ as unaccompanied minor for less headache leaving Philippines ....
