Which Institution in Singapore will grant, free of deposit, a credit card to a Domestic Helper (Work Permit holder)? Filipino.

Ditto but for a fee.

A debit card I think would be a better idea since it won't allow the user to spend money that isn't there and also no need to be wary of late payments, interests or annual fees. Can work as a "credit" card for online or in-person, cashless transactions. POSB.

Just go with a prepaid debit card that you can top-up online each month (or whenever you feel necessary) and check the balance & transactions anytime to make sure that things are running smoothly.

Does the rule (law) still exists that you need a salary above a certain threshold (I remember it was S$30k/yr a long time ago) to get any credit card?

Why not have a bank account with a debit card. They are widely used here and avoid the problems associated with credit.

As of January 2019, international domestic helpers' employers are no longer permitted to safeguard any money belonging to their helpers, which is a good step in avoiding any conflicts arising from earnings. With this legislation in place it makes sense to open your helper's bank account to:

Hold an electronic record of all parties' compensation payments

Save money by going cashless and making regular payments

Provide greater protection for their resources and help the helpers handle personal finance
