Fact is, there are far too many places in Mumbai where you still need to shit on the railroad tracks or in a canal because there is no other option. Sanitation facilities are near zero near the slums. Anything that has actually been built is such a gawd awful stinking, foul mess because of a lack of maintenance, and you can see why people might prefer to shit outdoors.
