That'll work only if it has more powers of enforcement than the current SCT...

But it is a good step forward. As are mandated payslips, if they ever happen... it's seriously not that hard to do those.

I don't get the part on the managers and executives... how about the whole rest that doesn't fall under the Employment Act neither?
