From my observation , ICA doesnt have any clear cut rule for selecting PR.
For example I came to know that a few local polytechnic students got PR recently (Some of them are indians , they were n S pass for a few months after graduation, they are in early twenties)From this i assume that they are looking for some one who can stay here for longer period.May be others also can share some info about "Approved PR's profiles"
