I am pretty sure you can direct it towards certain areas and get most of the problems sorted out that way. The local 'normal' population would be happy to see the rotten violent elements as well. Not easy though. The militant groups build their families and communities in their lairs. So if the government were to blanket-bomb the areas where they are active, very likely they have high casualties of women, children and the elderly.
