Yeah, I went and checked. Kids (or elderly) need to be SC.

Oh well. Guess I didn't read that part close enough.

Sorry. I tell you thought trying to claim benefits for SC kids when the mother and father are not SC is a PITA. The Gahme don't like giving it but they have to. I'm still in dispute over parental tax rebate.
