Technically, you can accept a job with Company B, have them apply for S-Pass, get the IPA, and then resign from Company A.

However, please be aware that MoM does not like foreigners job-hopping too much, so your S-Pass for Company B may well be refused. And the very fact that you tried to jump so quickly may be counted against you in the future.

Unless your situation at Company A is unbearable, I would stay there and get some experience first (preferably at least a year) before jumping again.

Before the application from Company B can be submitted, the Application or IPA from Company A must be cancelled by the employer. You might have a easy go at this or they could make it difficult, especially since you probably signed a contract that was contingent upon begin granted an EP. If you have the IPA, they have got you by the short & curlys. It may cost you to get out of the contract if you have already signed it.

However, once Company B understands that you have a pending IPA/Application they will always be looking for you to job-hop again so in the first sign of a recession, or the need to reduce headcount, they are going to get rid of those who have already shown that they will leave a company at the drop of a hat or a few dollars more.

Good luck.

That is where your problem is. You have to ask Company A to withdraw, and then only Company B can apply. But AngMoG said it correctly, with that pattern showing, it shows MOM that you're hopping and then they will be inclined to reject your pass application, leaving you with nothing at all.
