Yes, I thought that’s the requirement. And your husband tried applying PR for them and weren’t successful?
Yes, and trying for SC this time.
In case rejections comes (finger crossed - hopefully not), any advise that you can share to us to improve our chances to become PR & SC.
We've been here for a decade now and we really want to continue leaving here.
Applied PR got rejected and then try to apply SC? Is this a normal practice?

If you are qualified to apply for SC, why not???
For my children case, they're qualified as they're minors and my PR husband able to sponsor them but ofcourse not applicable for my case.

I know they definitely qualified, same as most people that ask questions in this forum regarding their PR/SC application.
We are talking about chances.
Is there any hearsay consideration that ICA will reject your PR application but approve your SC application?

PR is a stepping stone for SC. So will they reject PR and give SC?

This quote may ring true. From a 2016 post.
“ I am retired now but I used to work for the Ministries and one of them is the former ICA called SIR, The selection of Prship is based solely on what you submitted in PR application form. Then they will do their due diligence
Main criteria is race, religion , kinship , tax (you have to pay tax), education but not in this order .
These are the main criteria.
They will tinker with it based on social and political landscape at that given time. “

i dont think religion is a criteria or a factor.

SF, not any more (or at least to a great extent) - if it's on the application, there will be a numerical value assigned to that data and you can bet on that. The weighting given to the numerical value is the unknown factor. If I remember correctly, that post was by Mad Scientist. He worked for the SIR probably 20 years ago when times were different. There has been lots of changes since the 2011 GE.
SOME PEOPLE TRY TO TURN BACK THEIR ODOMETERS. NOT ME. I WANT PEOPLE TO KNOW WHY I LOOK THIS WAY. I'VE TRAVELED A LONG WAY, AND SOME OF THE ROADS WEREN'T PAVED. ~ Will Rogers

Any thoughts on chances?
Male, early 30s, Malaysian Chinese
Married to a foreigner who is on a LTVP with PLOC under my sponsorship - she earns more than me though
Salary: $7XXX
Occupation: Statutory Board since 2013
Education: Undergraduate and 2x Masters from Russell Group UK universities
Been a PR since 2018 and applied promptly on the 2nd anniversary of PR in May 2020. Wondering if the foreign spouse will be an issue for ICA....

I'm not sure how long is their cooling period befor SC application.
If I'm not mistaken, his children PR application got rejected 6times.
The only advantage, they're Indian national
