Hello.

I've been living in Singapore for half a year holding an EP.
I would like to know if mooc certificates are good enough to be listed in the pr application form?
Or it's better to get another master's degree before the application?
My current degree was good enough to get an EP but i'm not sure if it's suitable for a PR.

age: 30
nationality: russian
degree: masters degree in electronics
occupation: senior software developer
work experience: ~8 years

Also, is it necessary to specify the address in each country I was registered?
I have changed 4 countries in the past 5 years and don't remember each address.

You are too early to apply for PR. You will have a decent change only after 3-4 years of continuous stay in Singapore. That too if your work history shows that if you have changed jobs/countries frequently, that will add a good amount of negativity to your PR application.

You already have a master's degree and are you sure that you want to get one more master's, just to apply for PR?

PR application success is based on a set of factors like age, education, occupation, salary, years of exp, duration of work in singapore, nationality, etc

Improving your education alone to double master's is surely not going to help

Also note that there are many applicants in the past who have got their PR with only Bachelor's/Master's Degree. So, a double Master's degree is surely not needed is what I would personally say

Yes, you have to list the addresses whereever you have resided in the past 5 years.

I don't plan to apply right now.
I just decide to start the preparation for it. On this forum, someone said that if you have a degree from the top 100 university your chances may be higher.

What about MOOC certificates? Like coursera, edx etc?

Degree and paper qualifications are important consideration for MOM in assessing EP application but unfortunately it is not case for ICA in assessing PR. As PR is a stepping stone to citizenship, ICA looks at other elements such as ability to integrate with the local community and stickiness. Hence, your nationality and ethnicity become an important factor.

You’ll later find out or would have found out that people who you deem to be less qualified (on paper) and earning less than you have their PR approved, and you may not.

How long are you all in SG? Husband's education ?

How many IT NOA do you have in SG?

Also how many months are between Dec 2019 and Jan 2020?

We've been staying here for almost 2.5 years already. Then we got EP and DP renewed for another 3 years. Husband has a bachelor's degree in University of the Philippines and was also a board topnotcher (top 3) in PRC board exam in the Phil.

2.5 years in SG is too less to apply for PR. your chance will be less than 10%. You (main applicant + family) have to be here in SG for 4-5 years to have a decent chance for PR.

Wow... Good profile but not easy to get PR. Having a strong education is important, high income is equally important, but you do not have family ties here (people born and stayed here all their life). That may affect your chances. I believe only time will tell, but eventually you will get it. Just how much time needed.

your bank account does not add any point.
Understand some country want you to show your bank account.

You fall under "others" and are competing with all others (e.g., not chinese, Indian or Malay) in the world trying as well. Additionally, it does seems harder for citizens from the Philippines, Vietnam & Myanmar to get SGC here. Applying in December or January immaterial. I reckon you will have difficulty getting it. But I wish you luck. You have to buys your ticket and takes your chance. Otherwise, the answer is definitely no.

Just 2.5 years in SG and with just 2 NOA, is too short is my feeling for PR,especially when things are tightened these days

I think their nationality is going to be a bigger hindrance than their length of stay, truth be known. But, yes, SF I agree, the length of stay is also too short.
