PR Application Chinese Malaysian Chances (Second Time) (First Time Rejected)

Appreciate someone could advise my PR application chances?

I would like to share you my info as below :
Nationality : Malaysian
Race : Chinese
Gender : Male
Age : 36 Years Old (Born in 1983)
Marital Status : Married with Myanmar Citizen
(Married Since November 2016)
Qualification : Degree in Software Engineering (U.K)

Current and Previous PR Application Applying Alone and my Wife not in Application
PR Second Submission Date : 5 January 2019
PR First Submission Date : 6 December 2017
PR Rejected Once, Dated : 4 July 2018 (Outcome about 7 Months)

Duration in Singapore : Since June 2017 to Present (About 1 Year 7 Months +)

Second Company in SG : Started since April 2018 to Present (About 9 Months)
Occupation : Associate Solution Engineer (IT Finance) (Permanent)
Salary : SGD4.8k Monthly (Basic) and SGD5616 Monthly (Gross)

First Company in SG : Started since June 2017 to March 2018 (About 10 Months)
Occupation : Software Developer (Defense, Government) (Contract)
Salary : SGD3.5k Monthly (Basic)

Because my Wife did not have any qualification and I felt tough for her to get the PR together, so that, I apply alone first then once the PR approved will arrange the Dependant pass for her.

Only EP holders can get dependent passes for their wives & children.

I meant once I have the PR approved and apply the LTVP for my Wife. Am I correct?

Yes, LTVP can. Has she ever worked in Singapore? If so, has she ever work on a Work Permit? If so, you need to get permission from the MOM to marry her. If you don't you might have to immigrate to her country if you want to be together. If not, shouldn't be any worries provided you cn show enough income to support her (roughly around 4.5K~5K/month at the moment).

She did not work in Singapore before. Hmm my income now is more than 5K per month. But for Dependent Pass is required a fixed monthly income 6K per month... which I yet to have the eligibility.

That’s the reason I am applying my PR. And not sure how much chance I can get approved? What’s your thought?

First of all, it's doubtful, regardless, of your qualifications or type of application until you have been here at least two years or three tax assessments (doesn't mean you had to pay taxes but had to file tax returns three times (basically still at least 24 months of consecutive employment). It's no surprise you were rejected earlier, favoured race and nationality notwithstanding. Singapore still like to play by the numbers. You have the quals, you just need the time in grade. Don't be in too much of a rush as you will just make them wonder why all the haste.

I have started my first work in Singapore from June 2017 and I applied straightly just six months payslip exactly. December 2017 that time still a manual appointment... and not required to pay SGD100 for ePR.

In March 2018 I quit my job and my EP was cancelled and have rest for a month in malaysia. After my EP approved then I come back again on 22 April 2018, Sunday, but in Singapore immigration they give me 3 days permission from 22 to 24 April to arrange my EP properly with my HR personnel. After HR personnel update to MOM then my EP and immigration 3 days permission have settled. My new company join date is on 25 April 2018, Wednesday.

In May 2018, I submitted the Annex A and employment letter to immigration to update my PR application, the Annex A form shown 0 month in the company... after that I have received a letter about my PR application rejected and date on 6th July 2018.

I have the thought could be the reason above showing 0 month in how Long have you worked in the current company and do not have any payslip submitted?

Or will they check if I have debt in malaysia?

Or any others reason behind?

If you were a brain surgeon or a Rocket Scientist then maybe you would have had a chance after 6 months (which we all know it says on the MOM site), however, in reality for normal folks it as I said, a minimum of 24 months consecutive employment. Applying with out being able to submit any current employment vouchers is not going to get you anywhere fast. I'd say you are pushing the envelope to the point they are probably wondering why you are in such a rush.
