You don't have to join the American Club to meet lots of expats. Consider, for example, joining or volunteering with the American Association of Singapore (
https://www.aasingapore.com/). They host several events that attract a ton of both locals and expats. The Brits, the Ozzies, and quite a few others have similar organizations that are generally open to everyone.
You could try the American Women's Association of Singapore (
http://www.awasingapore.org/), another great place to make new friends and network. Of course, it helps a lot to be a woman if you want to join this organization.
You should also consider the Navy League of Singapore (
https://nlus-Singapore.org/). For a relatively modest fee, you'll find yourself invited to several interesting events, including tours of aircraft carriers and the annual Navy ball.
My wife joined Friends of the Museum (
https://www.fom.sg/). She met many great people, took many trips throughout Asia, and served as a board member for several years. Also a great opportunity to learn about Asia. Membership pretty even between locals and expats, my wife retains friendships with people who have remigrated all over the world.
So... there's a start... all cheap.
