Not sure what is MNC.. I did attempt the inter-company transfer and that's when the hiring manager in Singapore Cisco Systems told me that the singapore govt wants them to hire folks from asian countries versus the US... I did not pursue it after that. But ecurelix sent me a link showing that is not the case...

MNC- Multi national company, or international conglomerate

In addition, Cisco quite likely does not tolerate such discrimination as a matter of corporate policy. You presumably have internal avenues available to address that manager's discriminatory behavior if you wish to pursue them.

I think accusing and playing discrimination cards requires strong position and skills. She may end up completely losing her chance for the transfer. I would just show first that the HR manager's opinion is not based on facts and if (s)he still insists, try to get to somebody on a higher command level, this or that side of the ocean how to solve the issue.

Thks guys!!! For now, I am just applying as many jobs as possible in Singapore and at the same time appeal to ICA.

The problem with finding jobs in your industry is consolidation of all major vendors,
Cisco is laying off 15k
Genesys merged with interactive
Polycom mitel deal Fell through
Aspect just recovered from ch 11
Avaya is headed to ch 11
HP enterprise was created only recently

As you can see its not a good time for any of these network infra companies, they have all been selling obsolete, stale technology for ages..
Emerging companies and cloud vendors are seen as a threat.
Its hard to change jobs un this profession right now unless you pick up new skills.
To get there early is on time and showing up on time is late
