Unsavory language is ALSO a civil case. Including threats to beat up.

Cops should (from experience) advice the victim to seek a magistrate's order ;)

Hire a lawyer aka Solicitor to write a letter of demand for payment and a cease and desist for the other actions. The money will be well spent.
I not lawyer/teacher/CPA.

FYI idiots like this usually shit their pants with a strongly worded letter hinting at defamation and civil law suits when delivered by a process server.

Nope.
Criminal intimidation
Penal Code (CHAPTER 224) 503. Whoever threatens another with any injury to his person, reputation or property, or to the person or reputation of any one in whom that person is interested, with intent to cause alarm to that person, or to cause that person to do any act which he is not legally bound to do, or to omit to do any act which that person is legally entitled to do, as the means of avoiding the execution of such threat, commits criminal intimidation.

Not sure how in Singapore it is handled and evaluated but in the legal systems I know a bit better the deciding part is whether the threat appears real to the person threatened. In other words, if I say, I am going to kill you (say we are peacefully drinking some beer), it's not criminal, but under circumstances where you had good reason to believe I really inted to do it, this would be criminal.

In Singapore, if you tell me you will kill me, and I go to the nearest NPP or police post, the advice will be as I said. Unless there was physical injury, it will be statement taken and adviced to get a magistrate order.

Done accompanying enough friends. Including once when the guy threatening called when we were sitting in Orchard / Killiney Police post. In speaker mode, the cop heard it all and still didn't offer to go and pick up the guy or anything like that.

I guess if cops go after every threat, the cops will be super busy. I guess based on statistics they know nothing bad will happen

This could be, but it doesn't make such threats a civil case.

With reference to my original post and borrower who refused return, looks like the man is in the news for more similar reasons =D>

If there is sufficient acknowledgement by B that he has taken that money as a loan (e.g. chats, Whatsapp, SMSes, emails etc), then perhaps in the worst case scenario, social media really helps. But this will have to be the last resort because there is a possibility if it goes viral, B will never return A a cent thereafter.

I never got my money back. Bernie Monneron owes me money is still the top google result for his name. He can pay me back anytime but choses not to.

Ya..any luck on getting your money back GSM8?

Lending money is always a tough choice, cos most of the time, people do not return it.

Well. It wasn't my money. The original post was for an acquaintance I was concerned for. Last I heard the debtor (who seemed to owe larger amounts to several other people) fled Singapore and currently has an arrest warrant out for him here.

Ouch. Lots of conmen in Singapore still. My upstairs neighbor (in his 70s) tells me stories about conning people in the 80s. He can't let his name into the public domain lest he find the O$P$ people on his doorstep (the condo is in his wife's and daughter's name).

I was thinking about this today and googled "Bernie Monneron owes me" and up this came. Seems his SON has the same name and has been complaining to his dad about his name coming up this way. Too f...g bad. Dad should have paid his debts.

Now the thing is - I formally forgave the debt but I can't remove the google results. How unfortunate.
