Thank you all for your input, understood on the quotas and statistics :)

unfortunately, life has different situations and circumstances, which don't always fall into right quota categories.

To clarify I don't mean "Quota" in the sense of a published open number. I mean Quota in the sense of the number of immigrants that the ICA is permitted to accept based on presumably some ministers input and that number is managed (probably quarterly) to balance the race ratios and influx/exits and desired growth rates. It's a moving target for sure and is not publicly disclosed. However some recent info I read suggests it may have dropped quite low to around 20,000 PR acceptances p.a. and presumably a smaller number of SC conversions. If we put 'others' at 2% that might only be around 400 'others' being converted to SC p.a.
