In all probability, the older son was already past the age of 13 when they realized that they had not requested for a deferment in a timely matter for the elder son. After that, the SG Govt decided to make an example of him because the parents did not follow protocol (whether knowingly or not is another story. I'm inclined to think the parents weren't aware of it. I still do not know if the father was a PR or not. If he wasn't, he wouldn't have known about it and it's likely the mother, even though a Singaporean, may not have known either (looking at the local press, it would seem very few Singaporeans know the situation in cases like that - we seem to be the only place where it's all in one place). Therefore they may well have found out too late. Where as the younger son, may still have been under the age of 11 when they found out the deadline for requesting deferments till 21, so his was timely submitted. Sucks, but there you go. We all know how vindictive the SG government can be.
