I do not know how hard it is to get an EP after a PR cancellation but I have known former PRs who have withdrawn their cpfs who have EPs or SPASSES now. Those who I know have come back after a few years of the cancellation.

May I know, In which year they got theirs EP or work permits? Because this government keep changing rules for foreigners that's why.

My view is that cancelling a PR will not affect future EP applications, especially if you are from the sub continent. PR's are being drastically reduced... you help the cause by cancelling.
Your EP will be evaluated as all others are.

After cancellation, ICA will give one month social visit pass, is this social visit pass allow me to come back signapore again? can I go back China then come back again?
Since withdraw CPF needs 2-4 weeks, I can not just stay here to wait for the CPF transfer to my UOB account and then I can get them out from UOB account and transfer back to China.

You can have your CPF transferred to any bank in the world. CPF Board will accomplish this withing 10 working days. So no need to return to Singapore nor to stay here after lodging the withdrawal application along with the transfer banking details.

But if let CPF Board do the transfer, they will use a FX rate which is quite low compare to market at that day. (The bank rate will lower than market rate about 0.05).
I want to go back then wait until the money transfer back to my bank account, then I come to singapore again to get the money and post back to my account. (not using bank to transfer)

I want take the money, just I do not want the CPF board to transfer the money back to China as they will use a very poor FX rate. I want to wait for the money CPF board transfer to my bank account, then I come back to singapore and take the money out from bank, go to China Town to post back China. There the Money Exchanger can give a quite good FX rate.
