I'm CTO and we are working on our startup (wearables) in Ukraine.
We are thinking to relocate in Singapore, it has a very strong startup culture, also
a lot of big incubators are situated here.
Well, we've found several companies that can help with relocation, like:

Can they help? Or we should enter the incubator first?

You need to read the Entrepass and other business start up threads in the Business forum. You'll have a very tough time getting the work permits you need to start your business unless you are experienced and well funded.

I doubt you will be competitive with "wearables" produced in China, Thailand, Vietnam, and Indonesia.
