@yoga lounge! Sorry to hear about your rather myopic experiences esp with pinoys and sub continental people, I too have a large number of interesting stories about Singaporeans citizens who were rank bad project manager, there was one Mohammed bin tuglaq in particular who's management decisions were to shut down Korea,Japan,India, china offices over Singapore, this after hiring people in these offices nine months ago.
the universal truth about upper/lower middle management is that incompetent people get pushed to these positions, this is beyond EP, PR and other local issues.
I have more such examples many of them neither Pinoy nor SubCon category, so anyway your opinion is worthless so to speak.

no need to be racist.
the substandard people we have got on EP's over the past couple of years span across all the races. From clueless westerners who use so much vague and generalistic statements (supposedly motivational) who make no attempt to cater it the local culture to asians who are fiercely territorial and hierarchical to a fault.
Let's see what the coming august deadline brings.

Nothing! It will just delay their hiring process by 2 weeks more. From my experience the companies here are in no hurry to hire. Most companies start looking for candidates well in advance and have enough time on their hands. Typical hiring duration here is like 2 months from the time they place an ad to the time an offer is rolled out. So 2 weeks more wont mean anything.
Also the implementing job bank doesnt mean suddenly taxi drivers who apply for jobs will be considered. If anything it will only cause more churn in the already employed local workforce. Then their replacement you need to bring in foreigners anyway.

Bingo. This is really just targeted at the companies who solely recruit in certain countries and don't even bother to advertise their jobs in SG itself. For most companies the job bank will just be one more place they post their openings in addition to Jobstreet, Linkedin, etc.
MOM has said publicly that the criteria for granting EP's aren't changing aside from the job posting requirement.

I am a PR and I have tried using the Singapore jobs bank. Honestly, I find it very good. If you apply for a position in Jobsdb or Jobstreet, you will always find your CV being buried under hundreds of other applications. In the jobs bank, for most of the advertised roles, I see mostly less than 10 applicants. This means that the chances of your CV being viewed by the recruiter or hiring manager is actually very high. I assume if you are a Singaporean and you are more or less qualify for the role, then you have an extremely good chance of being interviewed.
