One of the cheapest sources I found for decaf tea is www.iherb.com. Their selection is quite good and the shipping fees to Singapore are very low. That's where I get my decaf Earl Grey.

CS has red bush and rooibos and sometimes decaf earl grey too.
Holland & Barrett may sell that too.
I have no problems buying rooisbos tea from CS (yes, the dreaded HV CS :D )

I like English Breakfast - OH thinks thats builders tea. He drinks Earl Grey but we drink coffee too

Happened to pass by M&S at Parkway Parade today so I took a look - they have decaf tea (own brand) at $9.90 (reduced from $10.90) for a pack of 80 bags.

I have 3 packs of decaf tea (tea bags) bought in error in the UK. Free to a good home. I've also got 2 packs of Earl Grey (tea bags) available if wanted. Think they are both Tesco Finest.
