Astounding. Students and their parents claim it is unfair if said students are not allowed to cheat.

A country which is known for copying, at all levels, I can understand where the parents and teachers are coming from.

Maybe the students in other provinces are still being allowed to copy, so in that sense its unfair that they are not allowed to copy.
