PR application for an illegitimate child

I would like to enquire can a Singaporean PR (SPR) apply for SPR for her child. The birth cert of the child, born outside Singapore (Home country) only indicate the mother name (i.e. the SPR).

Although the mother is married in SG (and still married as of now) with another SPR before the child is birth, but her husband name is not included on the child birth cert, which was issued in the home country.

I have written to ICA but no reply so far, therefore would like to check here.
The question is whether the said child is eligible to apply for SPR?

Does the child satisfy the constitutional requirements for citizenship by descent? Was the child's birth registered in time?

Gaaah - I just realized you were SPR - not SC. Sorry in this case I don't know but doubt you will succeed.

If her PR is via the family ties (as of her husband) then I doubt it.
If her PR is an independent one (PTS) then why not?
