how do I open a vent in the bomb shelter?

My bomb shelter has 2 vents. One of them is shut. how can I open the vent?

Push out on the centre from the inside (if it's the round type). It should slide open. Don't forget to close it when MY drops chem/germ bombs.

Jack hammers can open almost anything.
Or you engage an HDB-approed contractor with a pneumatic drill.

Thanks to all who replied.
On close examination, I found that there are screws and the landlord had painted over the screws. scraped them and removed the screws and the round steel plate.

Now my Ethernet cable can run from the fibre ONT (back of the condo) through the vent holes into the house to reach my wireless router.

MY has to give me advance notice before dropping anything other than fresh fruits and halal meat.
