application for visa to france

Hi,

If my spouse is PRC with a Long Term Visit Pass in Singapore and we are going to France for tourism for a short term visit of less than 90 days. Where can she apply the visa? Is it through China Embassy OR France Embassy.

Anyone got any idea on this?

Do Chinese nationals also need to obtain permission from their own embassy for travel to a third country? I seem to remember hearing something about this before, but I'm not sure whether it applies to PRC nationals living here on LTVP.
