I am looking for some feedback/assistance from people who are working or have worked at Microsoft. I am currently pursuing an opportunity with them in Singapore. While yet to be made a formal offer, I understand the interviews thus far have progressed well and it is likely that I will be made an offer eventually.
About me: I am an Enterprise Architect with one of the leading IT MNC's based here in India. 17 years of industry experience, I specialise in IT consulting projects for large enterprises across APAC.
I wanted to get folks' feedback on a couple of points
1) Level: The recruiter from MS says I can only expect to be hired at level 61-62. When I mentioned that this sounded too low for my background/experience and that level 63-64 may be a more appropriate fit , I was told that I was misinformed and also that folks joining MS in Singapore (or even APAC region) are asked to join 2 levels below (!?!?), so I would be getting hired in the band 61-62 instead. This sounds like outright baloney to me, but I do want to check with folks who may be familiar with the MS job levels.
2) Salary Range: Can anybody comment on the salary structure for MS Singapore? For e.g., what number of RSU's are offered at 61-61 or 63-64? What is average cash based salary at these levels? Are there any other benefits that I should be aware of?

My cash comp is around 45 L (annual fixed + bonus). Plus there are RSU's.

From what I understand, the way recruiters value Indian salary in Singapore and vice versa is convert your Indian salary to Sing Dollars and multiply by 2. Anything over that is your hike.
So your current salary adjusted for Singapore standards is S$200K. That should be your base from which you should negotiate upwards.

I have spoken with recruiters in India and I know that the ratio is 1:2.
Not just India, any developing country, Malaysia, Poland, that is the ratio.
I am talking about moving on local terms and not expat terms, mind you.

I doubt that. I know one company where the local Indian package is substantially higher than the local Polish package. I wouldn't expect other companies to overpay in the same markets.
