Best Budget Perm / Haircut Salon? Japanese stylist preferred

Looking for budget haircut and perm. If you have been to a good one with reasonable price, please list the stylist, price and location please

Best if it's in SG town area. I don't mind waiting for an appointment if the stylist is busy.

p.s. I am not sure what kinds of perm I want to go with yet. I want gentle waves and I have waist-length hair.
