For some reason I am not seeing /hearing any HDB Flats 3 Room (2 bedrooms) for less than S$2,200.

I was looking at a rent of S$1500~S$1800.

Which neighborhoods I should try?

Since my office is in Tanjong pagar I will prefer to be on Green (or Red) MRT.

You may have your luck from Jurong West onwards for that range.
