:???: why would you want to kill time, when you can go out and enjoy the many things Singapore has to offer. One suggestion would be to go to Marina Bay Sands and enjoy a drink and the view at the Kudeta Lounge. After that you should enjoy the view from the other side of the Harbour at Altitude. This place always has a good crowd, music, and most of all good vibe. Enjoy yourself!
