Is it compulsory to pay stamp fees and where/whom do I pay it?What is the penalty and is it an offence?

Stamp fees for what...? If you're renting an apartment, yes it is compulsory, but your agent should take care of the paperwork (and give you the receipt).

The purpose of stamp fees is to legalize your documents in court. You won't want to be signing on the dotted knowing your documents are valid for court use should any disputes arise.
