Helo answering to your question the best codo in singapore. its depends which part of singapore you are looking at. i would say if u are looking at the east it would be bayshore park.

Bayshore Park won't fit the bill as it's over 20 years, think he/she is referring to NEW

Trellis Towers is nice. It's just a short walk to Toa Payoh MRT station and loads of shops and eateries! AND it's just a couple of train stops from Orchard Road.
