oh no, I don't let my dog offleash unless it is in a fenced dog park or my very small neighbourhood park in the middle of the night when nobody is around. Sadly, I'm inclined to say no Singaporeans (or at least Singaporean Chinese - I'm allowed to say this because that is my heritage) have a very bad attitude towards animals.LoriW,
