Recommendation for Preschools in west coast

Hi,

We just moved here from Canada. I am looking for some good preschool for 19 month old daughter. Is this the right age to send her to preschool ?
We are originaly from India & preschool concept is not very common. So I am bit confused

Anyone lived in a west facing home? How do you bear with the heat?
I've been in 2 homes with west sun and it's scorching and my electric bills always...
