Does it mean that anyone can just edit it?

That device was invented for people like V/Q who need correcting their typos (but he never uses it!)

Unless it's me or SE. Then all of the posts have the Edit button.
It's the same with the little message after you edit your post "edited by on such and such a time". You only get this message if you edit your post after someone has posted after your original post. This alerts everyone to the fact that subsequent replies may no longer make any sense because the OP decided to change their minds and pull there head back inside their shell.
